Willy Palm is Senior Adviser at the WHO Representation Office to the European Union in Brussels. In this capacity he helps to foster the partnership between WHO and the EU institutions. Until December 2023 he was leading the Regional Governance and Languages Unit (RGL) at the WHO Regional Office for Europe in Copenhagen, Denmark.
Before that, he was senior adviser at the European Observatory on Health Systems and Policies, a knowledge brokering partnership hosted by WHO. Trained as a lawyer specialised in European social security law, his field of interest and expertise lies in the impact of EU integration on health systems, including cross-border health care, cooperation in health, patients' rights.
Before joining the World Health Organization, Willy Palm was the Managing Director of the International Association of Mutual benefit societies (AIM) and also worked in the Belgian administration and academia.
